I had the same dilemma with installation. Cubase forums did not have any answers for this, unfortunately. So being on my own, i tried everything - reinstalled audio drivers, removed codecs etc. Even tried to install real audio player (useless!). Fyi: ra3228_8.dll is a RealAudio codec file. Eventually i found that problem in fact is caused by file following ra3228_8.dll, installation just doesn't show it before it hangs.
The cause of all this hassle turned out to be my Kerio Personal Firewall. Apparently it was keeping some files locked and those files happen to be what Cubase installation wants to overwrite, apparently. Solution is to close all unnecessary running processes, if you know what you are doing -- open Task Manager, select Processes tab, select the process, right click and End Process to get rid of it. Dont kill the explorer.exe of course!!
For those less familiar with your Windows operating system -- try to close all other running applications, including firewall and antivirus agents if you have such running.
Update: in comments some people say they had their file locked by java update checker process "jucheck.exe". Shutting it down should unfreeze your installation. And I would generally advise to disable unnecessary updaters like java anyway. They just slow down your PC.
After file lock is released your installation should complete successfully. Don't forget to reboot your machine after installation is done!

Hi, the trick doesn't work for me with ZoneAlarm firewall.
However, killing java processes "jucheck.exe" and "jusched.exe" let the installation continues.
